<idAbs>The Federal Emergency Management Agency (FEMA) has developed the Advisory Flood Zones. They provide full geospatial representation of the coastal and riverine Advisory Base Flood Elevations (0.2% annual chance flood hazard), including coastal storm surge and wave components.</idAbs>
<idPurp>The Advisory Flood Zones are intended to serve as the best available data for understanding coastal and riverine flood hazard risk and the elevations that communities should build to in order to protect themselves from future flood events. The Advisory Coastal A Zone is intended to serve as the best available data for understanding coastal flood hazard risk and the elevations that communities should build to in order to protect themselves from future coastal flood events. Areas within the Coastal A Zone are subject to waves equal to or greater than 1.5 ft but less than 3 ft. Post-disaster building inspections and scientific studies have shown that waves equal to and greater than 1.5 ft are sufficient to induce structural damage to many National Flood Insurance Program compliant structures on shallow or solid wall foundations. The FEMA Coastal Construction Manual and American Society of Civil Engineers recommend Zone VE construction practices inside of the Coastal A Zone. The 2018 International Residential Building Code requires higher building standards in Coastal A Zones. As part of the long term recovery effort,the ABFEs and the 0.2% Coastal A Zone are tools for Federal, State, and local officials, building officials, builders and architects, insurance professionals, and property owners to make informed decisions during rebuilding and to mitigate losses from future flood events, safeguard lives, and protect the private and public investment in rebuilding.</idPurp>

<stepDesc>The ABFE flood elevation values and designations for 0.2% annual chance flood were developed using the 2017 USGS LiDAR data and new coastal modeling data developed for this study. For riverine areas, approximate level (also called Base Level Engineering (BLE)) analyses were performed to develop this flood hazard data. For coastal shoreline, the flood hazard boundaries were delineated for the portions of the shoreline only subjected to overland flooding. Shoreline subjected to wave runup were not included in this study, but the effective flood study modeling transects, obstruction polygons and erosion methods were adopted from the 1% effective study (except increase from 540 to 1030 sq ft for 0.2%) and brought forward into the final products. The WHAFIS model is incorporated into the Coastal Hazard Analysis Modeling Program (CHAMP), and the model output is contained in a CHAMP database format. New hydrologic and hydraulic analyses utilizing some of the traditional FEMA procedures and guidance were developed for riverine areas. Hydrologic analyses included statistical analyses of stream gage discharges and regression equations. The resulting water surface elevations at the modeling sections and the 2017 USGS LiDAR data were used to delineate the flood hazard boundaries. Hydraulic analyses was developed using HECRAS, one dimensional steady state back water analyses. The analyses includes cross sectional data for various reaches of the flooding sources, primarily streams ad river. The hydraulic model resulted in computation of water surface elevations for the 1% annual chance flood. The analyses included other flood frequencies such as 10%, 4%, 2% and 0.2% annual chance floods. Following is an overview of the process steps involved for coastal analyses. 1) Offshore wave characteristics representing a 0.2% annual chance storm were developed using the Shore Protection Manual (USACE, 1984) equations (equations 3-59 and 3-60) for slowly moving hurricanes 2)Wave setup associated with the 0.2% annual chance flood were developed for each modeled transect. 3) Setup values at the transect stations were manually interpolated between transects 4) A new total SWEL raster was developed using SWEL raster and the setup surface described in the previous steps. 4) The total SWEL raster was intersected with the 2017 USGS LiDAR to create a new 0.2% annual chance floodplain boundary. 5) Floodplain boundaries were cleaned and smoother for better cartographic presentation. 6) data were quality reviewed and correct; and 7) data were submitted to an independent quality review and corrected as needed. Based on the modeling results, locations were identified where 0.2% wave heights equal 1.5 ft along each WHAFIS transect. In between transects topographical and landuse information applied while interpolating the results from one transect to the next. The 0.2% Coastal A Zone is defined by the VE Zone boundary seaward and the LiMWA line landward.</stepDesc>
